Stamford Mercury – Monthly Report from Ketton

The monthly Parish Council Meeting of Ketton Parish Council was held in the Congregational Hall on Wednesday, 20 April, and was attended by twelve councillors, County Councillors Gordon Brown &
Karen Payne, & the Clerk.

Police report
PC Pete Icke sent an area crime report for the past month, dated 20 April. During the last month the following crimes have been reported; two incidents of motor cyclists riding away without paying for fuel); one caravan was stolen; one attempted van theft; a protest took place regarding a proposed rabbit farm; one attempted theft from a van; one incident of sheep worrying; A47 – attempted break to workshop on a farm – the alarm sounded; one attempted break in to a business, & one burglary at a business (with a number of persons arrested).
There was 1 attempt theft from a van this month – no doubt looking for tools, 1 theft of a caravan and 1 attempted theft of a van. The police urge residents to continue to remove all property – remember ’if you leave it on show it will go’. Park your vehicle in a well-lit area, & look to manoeuvre your van to make it difficult to open any side or rear doors. Please remember when you park up, the perpetrators could be watching you, so remove your valuables out of site prior to arrival. If you have keyless entry car keys, please use a Faraday key pouches which stops the keys from transmitting its signal, and prevents thieves from cloning this signal and entering and stealing your property and /or car.
No house burglaries were reported on the south beat this month, but two business premises were broken into. The police would like to remind residents that the usual modus operandi for burglary dwelling is entry via forcing rear garden doors or windows, as these areas are isolated and out of sight.
The police will be out in villages and towns with the speed laser gun, and will update Twitter and Facebook with the results. They will continue to work closely with the local residents and will alert residents as soon as a crime is reported. If anything suspicious is seen, please report it through either 999 or 101.

There were no members of the public present. C.Cllr Karen Payne informed councillors that although mesh has been fitted to the new Empingham Road bridge, to ensure the safety of pedestrians, it is still awaiting further revision & updated cllrs on progress.
Cllrs discussed the zebra crossing near the Post Office and asked Cllr Wright to draft a RCC HTWG Scheme proposal to upgrade the pedestrian crossing on the High Street, near to Post Office to a pelican crossing. Cllrs agreed that cars don’t always stop when pedestrians are waiting to use the crossing, & it is anticipated that the Post Office’s business will increase, generating more traffic and use of the crossing.
Cllr S.Rogers raised the issue of bird scarers malfunctioning & causing a nuisance to residents. The parish council & the police have contacted the land owner regarding the bird scarers going off at anti social times. Hopefully, the issues have now been resolved. C.Cllrs Brown should be notified of any further incidences.
The parish council has previously been informed that the permissive footpath from the High Street to KSCC will be closed by the developer of the Chater Field site, for health & safety reasons during the construction of the new houses. Cllrs previously discussed possible alternative routes for pedestrians to access KSCC, without having to walk to the centre via Pit Lane. Cllrs thanked Hanson Cement, who have installed two mirrors at the Pit Lane/High Street junction, & a mirror opposite the entrance to KSCC, to improve visibility for drivers & pedestrians and improve road safety. Further safety signage will be installed on Pit Lane to warn drivers of pedestrians crossing the road at the junction.

Cllr S.Rogers thanked Cllr Wright for building the Planning Application page on the Ketton Village website, https://ketton-pc.gov.uk/planning-applications/. Visitors to the Ketton Parish Council website can use the Ketton Planning Applications Map to access information directly from the Rutland County Council Planning web pages. This alleviates the need to know application reference numbers or execute a search. The planning application map gets users directly to a summary of all the documents relevant to the application they are interested in. Users can then view any of these files without further searches.
Vistry Homes are appealing against the refusal of their application to build 75 homes on the land off Timbergate Rd/Park Rd/Bartles Hollow, & have submitted an appeal against the refusal, in July 2021, of their 2020/0942/OUT planning application. The Planning Inspectorate will only see, and take into account, comments made against the 2020 application, not against the 2021 application ref 2021/1452/MAO, which was refused in Feb 2022.

Residents will need to register/create an account, and then enter the reference APP/A2470/W/21/3287674. All comments need to be submitted by 06 May 2022.

Cllrs discussed the arrangements for the Jubilee & the Ketton Jubilee Hog Roast Lunch and Fete, to be held on Sunday 5 June: The White Bread Trust, a Ketton village charity, is funding a Hog Roast that will be free for up to 400 residents of Ketton. Tickets will be issued from the parish office nearer the time. Serving of the hog roast will start at 12 noon at Ketton Sports and Community Centre (KSCC) where the bar will be open. In the afternoon a village fete will be held at KSCC with free children’s games and other activities. There will be some stalls selling books and a bottle stall. Any contributions for these stalls will be warmly welcomed at the parish office.

Ketton Climate Action recently asked residents to complete their survey on their website, the deadline for completion was March 21st. Results can be obtained from Cllr Thacker.
The group will have a bric a brac stall at the Jubilee Car Boot Sale on 2 June at KSCC to raise funds for Ketton’s Climate Change Action . Any contributions for the stall will can be donated at the Parish Office.
